Cells are no longer just symbolic annotation artifacts, but are also increasingly components that include a lot of non-graphic info.
This means that the user will need to view the Cell's associated 'business' info before deciding whether to insert the Cell.

Similar to way the user is shown the parameters when placing a Parametric Cell, Mstn should also show the user the nongraphic info when placing graphic, nonparametric Cells. The nongraphic info embedded in .rfa or dwgs should also be visible now that the Cell Library dialog also handles these file formats.
