A new Cell Library Palette/Tab in Cell Library dialog box displaying resident Cells

This is a new feature in the Cell library dialog box.

A new tab/panel which displays all the active file [and option Reference file] Cells that have been discovered in the file when it is opened.

Includes DWG/Blocks.

The new dialog allows the discovered content to be placed as any other Cell from a Cell Library could and can be done.

    See also MSR I 1013. Cells residing in the dgn include Shared Cells mimicking ACAD's internal Block table. Mstn's Cell Library dialog was not updated properly to incorporate the practical implications of this change, resulting in a very confusing and botched UI, poor UX. Now that Parametric Cells are also Shared Cells it would be good to revamp the dialog.
