Finding, comparing, swapping, managing Cells is becoming more and more common even for non CAD admin users... in today's BIM, component oriented working enivironment.

The current Cell Library dialog is used 99% of the time as a viewer. Only when a Cell is being placed will there need to be 'one' Library and Cell active.

It would be good to have multiple Cell Library dialogs open, but only one active. This would be similar to the way Mstn's multiple View Windows work.

The Cell Libraries would also be active between files, models. When the user moves between models or files the dialogs would stay open and viewing the same library.

Tabs and dockable dialogs would also be nice.
