To use IFC files to communicate with other programs, you need another Bentley product. I suppose it is possible to add this function to Microstation and OpenRoads.

Future consideration
For Microstation (OpenRoads needs a specific request in their Ideas portal) Import IFC4.3 is planned. For exporting, and the nature of dealing with specific schemas, we recommend completing that task via the iTwin
Although microStation is no building product it would be great if you could export model plus your self-created non-graphical information as IFC to deliver it to other crafts. Without the learning curve that comes with OBD (if you are not an architect or deeper into another builing craft)
