Item data to Export to IFC for all element types in OpenRoads & all Power Products. Merged

We have a fairly good IFC export from an ORD file, but it does not export Item metadata to the IFC file from all element types.

It is essential to have the exported IFC files to contain all the data from the dgn files, could we get the IFC Exporter improved to include Item Data from all element types, and also have the IFC Exporter added to MicroStation and all other power products.
