Can we add some graphic card options to MS to offer users better graphics display options. other software offer graphics settings to enhance the software performance.

Can you detail exactly what problems you are seeing and what you believe will help by giving the users access to such options? It may be a case we can better focus on the problem rather than creating a dialog with these options that may never be used by users.
There is a very real issue with the way MS deals with graphics. At the root issue is the "default" monitor resolution determines the way flyouts are presented on other screens, which may differ in resolution and aspect. The resultant is inconsistent reproduction, default screens that tools appear on and in some cases, tools disappear completely requiring temporary reduction in resolution to be able to move them around. I say the graphics engine needs a complete rewrite.
