Add Use Fence Option to Delete Element

Most other tools (Move, copy, rotate etc) have a 'Use Fence' option on the tool settings. Only Delete makes you go to the fence tools to select.This may have been a good safeguard before UNDO but causes extra steps now.

Add the MDL app, Detailer, from V8i into CONNECT

This app was used in v8i to provide finishing/welding symbols, etc. for drawings in Microstation. These symbols are in Prostructures within OBM CONNECT, but they are needed in Microstation and ORD as well.

Better display of broken association

When using "Associative" on placing (linear) dimensions, they often 'break'. Resulting in some thick dashed line to show the user that the dimension is no longer associated with the geometry. However it's not clear where the association is broken....
