Place Cell with horizontal text

I want to be able to place a cell at any angle and for the text to ALWAYS be horizontal.


There is an existing enhancement request #663930 dating back to 2014 for this, but we need votes as always, to get Bentley's attention.

    This can already be done using view oriented text.

    To to add to this. There is no view rotation, so VI text does not work.
