Auto-update Graphic and Shared Cells

Mstn 17 has introduced an auto-update function for Parametric Cells. It would be good to extend this to Graphic and Shared Cells as well.

    The Auto Update tool should also check for changes to see if the Parametric Cell stored as hidden Cell definition in the active dgn has been re-defined as a Graphic or Point Cell. If it finds this change it should report and ask the user which default setting to use with the Cell, and offer to sync from / to the Cell library.
