Attaching nongraphic and parametric info to CAD elements is a key part of delivering and supporting data-centric / BIM workflows.
It is currently only possible to attach Item Types to the top level Cell header, after the Cell is placed. This is a major stumbling block as Cells will need to be aggregated into assemblies in most models. Eg doors will have handles, hand rails will have brackets etc. Any nesting or grouping will block the user from adding any Item Types to the nested elements.
The user needs to be able to add the Item Types to the nested elements in the Cell AFTER the Cell is created. It is impractical to expect the users to add all needed Item Types to the Cell on creation. The users will typically not have access to the original Cell libraries and even if available, this will quicky lead to bloat due to the number of different disciplines and stages of design.
I am told that the Cell needs to be 'dropped' for Items to be attached to the nested elements. It would be good to add this to the Attach Item tool.
Some of the functionality may already be in the Replace Cell tool? Perhaps this can also leverage the planned Edit Cell in place tool?

The Properties panel allows the user to drill down into the Cell and select the nested elements. The selection + right click menu should support attaching Item Types to the nested element or Cell.
Ditto for detaching Items Types..?

It is not true: As described in MicroStation documentation: Items can be attached to a model within a cell library; every time that model is placed as a cell, the attached items are copied to the new cell.
