When creating a HTML Cell Page with the HTML Author one can choose a caption. Choices are Description or Cell Name. Why not both? So two lines of text. Also if you choose only Cell Name or Description, why not make the other option the tooltip. So if you choose Cell Name as caption, the tooltip becomes Description. And vice versa.
