MS_REF_NEWLEVELDISPLAY - Intermittent level display issue

MS_REF_NEWLEVELDISPLAY causes undesirable behavior with container file sheet setup methods. If set to always, ANY new level (including undesirable scratch levels) added to a base file will show up on all of the sheets. If set to never, new levels "never" display on the sheets, but there may be some levels that do need to be turned on. The problem is in the container file, if reference display is toggled off then back on, all levels display the "Level is new" flag in the level display organizer and the config variable messes up the level display on the sheets. In a container file driven sheet set up, when levels or reference display are toggled, and settings are saved, the level state and reference state should be pushed to the sheets in real-time. We have noticed the new level flag appearing on reference files that were already attached with "All On" or "All Off" is used on nested reference levels in the level display dialog.
