New feature, with Capability Config variable to allow per Model colour table to override the Design File colour table.

So, whilst retaining the existing Design File colour table, a Config Capability option to enable per-Model colour table attachment that overrides the Design File colour table.

The Capability would allow per-Model, or DGN default if it is not assigned [yet Capability is enabled].
