Saved View Transient Graphic Elements are currently classified as Construction Elements.

I would like to suggest a different Class of Element for Saved View Elements and perhaps include Drawing markers or other transient graphics.

[In a previous idea I also suggested that Users can also create transient Elements for things like custom grids or shapes or model representations]

The other point of this new Transient Element classification is for View Display control.

Because Saved View Frame Elements are currently Construction Class, when i turn off Construction Elements in the View Control, all my other Construction Elements are also turned off in the displayed View. Causes issues confusing Saved View frames and Construction Elements.
