Create and add a StLouisTM96 projection to the Minnesota DOT Counties GCS folder

This project is new and will not replace any exiting projection. I will attach info for the US survey foot St Louis County Transverse Mercator 1996 projection needed. You will need to create and add projection for the meter and international foot folders as well.
