The Place Cell dialog has an option to place cell using a toggle called 'True Scale'. This option looks at the working units and auto adjusts the cell to suit a true 1:1 scale.

A cell may be created in inched and is placed in a mm file. Rather than work out the scale, this option will do it for you.

Currently this option is hidden. This is an important option and should be exposed and not hidden.

A user may forget to use this option and then use the scale cell tool to get the cell at the correct scale.
