So if I get what the Guest is saying, there is a desire to produce Redline Markups from Design software? Why not just produce a separate file attached to the original MODEL for your "Redlines"?
Personally I would push for this tool to be added as a paid subscription addition to Bentley View (Back to the Navigator option? I understand removing this to push ProjectWise, but PW was doomed for far too long until it properly supported multiple Sheets and ITEM TYPES).
In this way, owners can not burn full seats for markup, and allow users to utilise cheaper tools, whilst not requiring loads of extra controls to prevent users from inadvertently altering Design Models during their Redline Sessions. Otherwise, I can see a lot of configuration to achieve the requisite security for the files.

Good idea. This use to be in Navigator, which is now discontinued. MicroStation has the redline viewer tools, but not the creation/manage tools.
Not everyone can afford ProjectWise, so would be good to have some markup tools n the base applications.
