Right now when exporting a sheet from DGN to DWG there is only 1 specific case where the relation(/reference) between design/drawing model and sheet in the DGN is retained into a similar relation between modelspace and paperspace in DWG. This is when there the sheet only referenced from a single design/drawing model (https://communities.bentley.com/products/microstation/f/microstation-forum/240492/ce-u17-converting-sheets-to-dwg/751031)
In my opinion it would be useful to add another possibility to the DWG export setup where ALL referenced design/drawing models get exported into the same DWG modelspace. This means that probably the geometry must be shifted (because otherwise possible overlap). Then the DWG paperspace can use viewports to include all these "drawing areas" on a single sheet.
Practically I'd say the user still selects which models they want to export. Non-selected models would be merged to geometry/cell (depending on options) in the paperspace. Since multiple design/drawing models are selected, only 1 can remain on the proper coordinates, let this also be a user choice.
While I don't know how it would be done, there needs to be some procedure for exporting DWG files from sheets that reference drawing models while retaining the relationship. Drawing models are becoming an integral part of Bentley vertical product sheet creation, but are completely unsupported in DWG.
