Make the default operation for complexing lines and shapes to be
if component elements are all linear, then replace with a single line string
if component elements are all linear and meet at end then automatically create closed shape
provide option to not close in the case where a linear element is still required as in certain mapping applications
complex operations on linears and arcs would work as current
I think it's like the standard "Create Complex Chain" tool with "Simplify geometry" option enabled combined with the side-effects of using "Move Parallel" tool in miter mode. Miter mode move-parallel can cause sequential line segments to combine into a line string if part of a complex chain, turn line strings and complex chains to tun into closed shapes if the starting and ending point overlaps (move-parallel distance set to zero), and even merge sequential arcs if they can be replaced by a single circular arc. Miter mode move-parallel can also merge sequential segments in a line string if they share the same slope.
