There ist currently a capability setting CAPABILITY_PICKLIST that prevents the user from making any change to a picklist.

As an administrator I'd like to have the option to prevent users from creating lokal picklists in the dgns but it should only be allowed in a dgnlib.

If there is a local picklist then any change in the dgnlib is not refelcted in the dgn. When trying to fix this afterwards it easily can lead to data losses.

Please provide this additional capaility option
