The Tool Settings of "Place Fence" should have the following.
new checkbox: Don´t remove the active fence when "Place Fence" is open.
New column "Active" (readOnly) in the dataTable of Named Fences.
If the active Fence is from a Named Boundary, the Named Boundary should have an icon (black point or stick) in its column.
Moreover, it would be interesting, a new button in the "Fence" ToolBox, called: "Highlight Fence Contents" to identify which elements (or clip) are included in the Fence
OK, I have seen the key-in "Fence Selection New" which select the entities of the Fence. I like it !!
I think this key-in should have a button in the Fence ToolBox. It´s a Must have.

Optimized Fence Clipping
If on (the default), lets you maintain closed shapes, solids, and surfaces when clipping those elements that cross a fence boundary. If off, closed shapes, solids, and surfaces are dropped to linear elements when clipped.
Also when on, in conjunction with the Locate Interiors preference (in the Input category of the Preferences dialog), lets you create associative holes inside closed shapes, solids, and surfaces.
