Placement Points should be available for all cell types
Placement Points were introduced as a Technology Preview for Parametric cells in Update 14. They add useful functionality when creating an instance of a cell.
Placement Points would be equally useful in normal and shared cells.
we are working to implement this feature in one of the next releases of MicroStation, however there will be some limitation in how placement points can work with legacy cells types.
