The configuration explorer is not what I am referring to.

As a separate management tool to be used against multiple Bentley products. Enabled by a configuration variable, the products would look to the management tool for there configurations. Disabled and they work as they always have. Kind of like redirecting the ConfigurationSetup.cfg .

Inside, the tool could be similar to how projectwise controls projects, user management or roles and permissions in the subscription services portal. Controlling which users have access to what projects. Users are added, configurations are added and control of what configurations get loaded when and what users have access to.
