In the File- Settings- File- Design File Settings:
For "Active Angle", rename the "Angle Lock" check box to "Rounding Angle"
The same that
"Activate Scale"---------- rename the "Scale Lock" to "Rounding Scale". Both are just for apply a round taking into account the tolerance value.
Currently they are a little bit confusing that they say "Lock..." but you don´t enable/disable lock
In fact, "Locks" dialog does not have "Angle Lock" and "Scale Lock" for this reason because is just for rounding.
