I'm not sure why this has never been done but seems like the translation to autocad should include an option for setting the LTScale based on the annotation scale for better deliverables to the dwg format. Maybe this needs a coefficient that you can multiple this by to further refine the end result but if I print a border at 1:1 or 1:5 or 1:10 the line scales should all print the same and correctly in autocad but currently we have to manually adjust the LTScale if a customer demands it.
Yes, please Go ahead an Support AutoCAD Annotation scale in any way AutoCAD dies. Not this half way Bentley Style. There are a lot Threads relating to this in the Legacy Bentley Communities Forum!!!
I don't use AutoCAD to convert DGN files. The MicroStation export process is more robust, customizable and predictable.
With that being said, none of the MicroStation Annotation scale settings are saved in any form when saving to DWG. Not for annotation scale or linestyles (LTSCALE). I understand that the softwares have different data structures and applications, but I have trouble getting drawings to look the same when I need to convert.

Are you running into the same problems, when importing a DGN into AutoCAD?
"Works as designed" is not always "works as intended" or "works as desired".
When MicroStation is performing a data conversion, MicroStation directs the settings. I want MicroStation to adjust how it interprets the setting. There is nothing wrong with this from the AutoCAD side. MicroStation is (IMO) incorrectly assigning a setting. MicroStation is making the DWG, not AutoCAD, and so MicroStation should be able to create settings accordingly.
Lots of things "work as designed" but they are designed badly by people who don't actually work in the product.

Additionally, as far as we understood this is an issue in AutoCAD, but in MicroStation everything works as designed. So maybe it is better to reach out to AutoDesk.

That's not a autocad standard procedure. LTScale will not be modified by AutoCAD's annontaion scaling so why should MS do any similar?
