Make XData usable for display rules.

XData set with external software could be very useful if it could be read by display rules. It's not always possible to use tags or item types, or the information is supposed to be hidden. XData can do that but can still be used to tell an element that it is something specific for example a line that is supposed to be a water pipe.

Basically simpilar to item types.
