As an administrator I'd like to define the memories of the Python Assistant in the workspace by a config variable (e.g. MS_PYTHONMEMORIES = $(_USTN_ORGANIZATION)DATA/MainInstructions.json)

Currently this is defined per user in USTN_HOMEPREFS/COPILOT/CustomInstructions.json
