I went to write a Python script to do this but stumbled across the Change Level tool already does this. It is currently based on the Level display dialog and if you have it set to "ViewDisplay", "Global Display", or "Global Freeze". This need to be an option on the Change level tool currently it is controlled by a dialog setting that one may not even know how it is set.
