This is a change request for a new ustation.exe command line argument to ignore all Design Libraries

Often I have to check the standalone file for what settings and resources are in the file and I don't want to see anything from a library like Levels, Text and Dim Styles. I want to only see what's in the active file.

I also want to develop a DGNLib file itself without having confusion of other attached dgnlib files.

the '-dgnlib' switch to tell the application to ignore/not load libraries would be nice.
