I would like to see Bentley make the ByCell functionality that currently only works with "Shared Cells" also work with Graphic cells.

It would allow the user to place Graphic Cells containing Tags or Items to be re-symbolized at placement time.

You could create a "Generic" cell for a type of feature, re-symbolize it to a specific symbology via Element Template for a specific feature type and have Items attached for meta-data input.

Example: Generic "Pole Transformer" cell with Items for Manufacturer, Amperage, Phase, and Energization date. At placement time re-symbolize to display symbology for a specific type of transformer (Single Phase vs 3-Phase) using an Element Template. User will update items after placement.
