When elements are too far from the origin, we experiece issues (like only able have handles on 1 end of the element). Moving the element closer to origin resolves issue. It would be nice for MicroStation to inform user that the file contains elements too far from the origin - which will potentially cause issues/problems when manipulating these "out of range" elements
