MicroStation already supports the OGC 3D Tiles format, which uses ECEF (EPSG:4978). When attached in MicroStation, this data is reprojected to the coordinate system of the design file. If other external data is expressed in ECEF, we plan to support that as well. However, it will not be possible to assign an ECEF coordinate system directly to a design file.
