When we create a sheet, we typically reference in the 'sheets' model space into the sheet space. When we do this we use the references file override model to NEVER.
The idea is we want the user to be locked out of editing the sheet space.
If they want to edit the data in the sheet they must go to the model space.
However setting the reference file option to NEVER, doesn't prevent users from tweaking the sheet.... this ends up with a model space and sheet space showing different graphics.
This is a problem when we export the sheets to DWG, where the sheet could be different to the model space, thus the resulting DWG takes the model spaces as its source of truth and not replicate the true sheet setup.
