Speed up start-up process of MicroStation by caching worksets

If there are quite a few workspaces with lots of worksets the start-up process can take a very long time. In our case we have 10 workspaces with 50 (and more) worksets each and the time between splash screen and welcone page takes about 90 seconds. During that time a gray empty window is displayed. This is an awfull long time for a user.

If this information is made avaliable in a cache file, the start-up process could be accelerated a lot. Once the welcome page is displayed, a backgroud process may scan for changes and apply them to the workspace and worksets drop down lists.

    Bentley are aware of this and have been for several years. each new version it gets marginally better, but the underlining issue still exists. . . . the more Workspaces/worksets you have the longer it take to open.

    Unlike V8i which only process the PCF that you selected. in CONNECT and 2030/2024 it reads all CFG files
