In Revit Reference plane Properties, you can set the reference plane priority by “Is Reference,” which can control how the reference plane acts when creating a family or after loading it in a project. For example, with a Strong reference, the reference plane has the highest priority for dimensioning and snapping(the below GIF is an example of how to use a reference plane to add dimensions for special components). "Not A Reference" will be ignored by dimensioning and snapping in the project environment.
