The change dimension tool has never worked correctly on notes. If I want to change a note or bunch of notes to a different style I've always had to re make every single note. This is very time consuming having to edit sometimes hundreds of notes for a simple style change. What I expect when I use the tool is for the note to look exactly like it would if I were to use the style to create the note. This has not been the case as the text doesn't move as it should with the change leaving the spacing between the text and leader incorrect.
