Geographic coordinate systems are almost impossible to use properly in Microstation. You can set up ACS to display geographic coordinates but not vice-versa if file is set to use geographic coordinates.

But if storage units are in degrees there is no option to measure in meters or other units. The ACS trick doesn't work with degrees.
