Idea:
When opening a file, add an option to use the current WorkSet without associating the file to it. Effectively this would allow a user to temporarily use the current WorkSet without effecting the files existing WorkSet association, whether that is blank, or one that doesn't exist in this configuration.
Background:
When you open a file that is not associated to a WorkSet, or the WorkSet is missing for the current configuration, you are given two options. Either use the current WorkSet and associate the file to it, or use the No WorkSet option.
This causes issues with ProjectWise files that are exported out of the PW environment, as well as common resource files that are used across multiple WorkSets.
