Request that the Personal.ucf be re-read and re-resolved as a pre-process each time a new CAD file is opened so that variables in particular like _DGNLib will have a new path which will queried and resolved before application Runtime including other environment variables like Mode or Capabilities.

And root level configuration variables that might change their values would also be resolved if the Personal.ucf is pre-processing them, for example as discussed, the _DGNFile variable which stores the full path to the CAD file.

This change also includes when MicroStation is open programmatically with VBE or the DGNLib is called from another application like Exel, in which case the Personal.ucf is reloaded and re-read.
