Lock Z constraint works for 3-point view reorientation

I use the 'z' button toggle on the accudraw window to lock and unlock 'z' when working. The ACS Plane Snap toggle is 'OFF' most of the time. When I want to rotate a view using the 3-point method but keeping square to the existing view plane I have to toggle 'ON' ACS plane snap. If I don't, the element I want to level does move to horizontal, but the view gets rotated about that horizontal axis based on the Accudraw 'z' location. All I want is a simple square to viewer rotate but I get a 3D rotate unless ACS Plane Snap is 'ON'. Why can't the Accudraw Z toggle do the same as it does for everything else I use?
