It would help the natural flow of operation. I've had many times where I click on a view control tool in the tool bar then need that view to be active and find it's not. It just makes more sense to me that if I use a view control tool from the tool bar attached to the view window that would become the active view without needing me to also click inside the window first.
A thought to add to this. This comes into play a lot for me when I make a rotation change to a view and then want to turn on or off levels or references. I keep thinking since I just performed a view operation enacted from the view controls of that view that it will be the active view and then find it's not when levels or reverences don't turn on/off in that view.
