Users who have generated drawing content in legacy packages (EED - Bentley Elementary Electrical Diagrams or BSR), which are no longer supported, have a range of drawings which either need rectifying by backporting (v7) or redrawing. This is due to elements being locked to the user and due to deprecated dependency linkages. Function should remove these links at the request of the user/tool.

EEDGHOST was a poor temporary fix which didn't actually remove the v8i dependencies, only allowed for the issue to live on unchecked.

Long term customers require support to remove this legacy stranding.
