Graphic Cells could do with a parametric boost. The much requested parameter would be the z-elevation, but rotation and scaling are also useful to have parametric. Like the Block Segment Length parameter introduced in Mstn 17, the Cell's insertion point and transforms woukld be good to parametrise using defined Variables and Expressions.

It would also be useful for Parametric Cells.. which currently have parametric control of its internal elements but no parametric control within the model it is placed in.
