Constraints: Link to elements in Cells

Draw a rectangular Block_01. Make one edge parallel to Line_01.
Modify the vertex of Line_01. The edge of Block_01 rotates to maintain parallel alignment with LIne_01.
To make Block_01 maintain its square corners, I have to slap perpendicular constraint on the four edges.
What about Cells? Constraints don't seem to be able to recognise elements within the cells. I make the same Block_01 a cell... but now the constraints don't seem to be able to reach Block_01's edges.
It would be good to be able to 'tunnel' into the nested elements and have the option to:

propagate changes to/from the nested element
make the Cell rotate to maintain the constraint based on one of its nested element

    If an enhancement is out then this idea should not be categorised as already exists.

    From QA:

    Thank you for your post and dgn file, I tried on MS Update 16, the 2nd issue is reproducible but could not reproduce the "max callback" message and the rotate issues. I have filed bug 692936 to track the 2nd issue(adding constraints to graphic cell), could you please recheck the 1st and 3rd issues when you have OBD U9?

    Hi Dominic, MicroStation can constrain elements to elements within cells.
