ACS: Triad Context Menubar

The ACS triad Menubar should have the options currently listed in the ACS dialog Context Menu ie Set Active View, Set All Views ¦ Update from Active, Reset to Global ¦ Copy, Copy to View Window, Toggle View Independent ¦ Delete, Rename... so that the user doesn't have to always go to the ACS dialog.
