Launch in English or OS language on the first run - instead of the last installed LP language.

for now CE simply launches in the language of the last installed LP. That is not smart - not at all. In reality ist quite dumb.
I'd prefer to have an EnglishMS session on first run instead of an chinese one. My Mandarin isnt that good. [emoticon:c4563cd7d5574777a71c318021cbbcc8]
