This existed a long time ago as a variation of Fence Stretch, and I'd like to see it reinstated.
I'd like to see an option to fence PART of a complex element (Line String, Complex Chain, Cell, etc.) and perform scale or rotate only only the portions of the element within the fence. If I have a cell (for example) where part of it is the correct size, and part of it needs to be scaled up, I currently need to drop that cell to scale to portion I want, leaving me with a bunch of loose elements that need to be gathered up and grouped (to a nameless, orphan cell) if I want them to stay together. The procedure is the same if I need to rotate only part of a cell - I need to drop it to components to do what I want. If I need to leave my cells intact for, say, quantity calculations, this option is unacceptable and there is no other.
