Creating a Saved view to include the ACS if set

Creating a saved view doesn't save the current ACS as part of the saved view. I think it should.

    Since Saved Views are saved to each Model, it should be able to included with a Cell when inserted. See MSR-I-1007. Modifiying SVs to include the active ACS would be a good way of distributing and managing ACS info now that Auto Update Parametric Cells tool has been introduced in Mstn 17.
