When placing raster references you can't enter a scale factor in the "import" dialog. It would be handy to enter such a factor, only when nothing is entered you'd be able to place it in free scaling. Also a scale factor lock would be handy in the property window which is closed as a standard so you don't have to enter two values (just like the overall Microstation standard when it comes to scale factors).
