Using the Dimensioning tools set to "True", and having the Dimension "Associated" with an element or segment points of an element. The Dimension should have an option to adjust dimension, to element/points, so it would maintain it's orientation to the element's points it is associated with. If placed parallel with the element it would maintain it's parallel when one of the points on the element is modified.
